The real game changer is the talk about returning to a standing filibuster. Under that older practice, senators who want to delay a bill must physically stand and speak to hold debate open. Once debate ends, a simple majority is enough to pass legislation. If Republicans choose that route they can avoid the modern 60 vote hurdle and move the SAVE Act with 50 supportive senators and the vice president breaking a tie.
One Vote Stands Between Passage and Delay
At 49 co-sponsors the GOP is literally one vote away from forcing a showdown. Vice President JD Vance would then be ready to cast the deciding vote. That makes every remaining Republican senator and their staff phone lines highly relevant. The pressure is now on a handful of senators who have not yet signed on to decide whether they will back election integrity or let the status quo continue.

Senators still listed as holdouts include Lisa Murkowski, Mitch McConnell, Susan Collins and Thom Tillis. Americans who support voter ID and proof of citizenship are being urged to call and ask for yes votes. High profile figures have amplified the call to action and conservatives should use the momentum to push for a vote that could secure federal elections with clear verification rules.
