The House of Representatives took a decisive step early Thursday morning to advance President Donald Trump’s $3.3 trillion “big, beautiful bill,” overcoming internal Republican divisions and setting the stage for final passage later today.

Critical Procedural Vote Clears Narrowly

After hours of closed-door meetings, phone calls, and direct involvement from President Trump, the House passed a procedural motion—known as a “rule vote”—by a razor-thin margin of 219–213. This key vote unlocks floor debate and allows a final up-or-down vote on the legislation.

The rule vote began at 9:30 p.m. Wednesday and didn’t close until nearly 3:20 a.m. Thursday as Republican leadership worked to flip reluctant holdouts. With only a three-vote margin to spare, Speaker Mike Johnson and President Trump personally persuaded enough members of the House Freedom Caucus and moderates to move from “no” to “yes.”

Trump’s Hands-On Leadership Breaks the Stalemate

House Speaker Mike Johnson credited Trump’s direct engagement with wavering Republicans as pivotal. “The president was on the phone, in meetings, and making his case as only he can,” Johnson told reporters. “Members wanted assurances about what’s next, and he delivered.”

Trump himself took to Truth Social during the vote, first praising the caucus for being “UNITED,” and later pushing back on remaining dissenters. “FOR REPUBLICANS, THIS SHOULD BE AN EASY YES VOTE. RIDICULOUS!!!” he posted shortly after midnight.

What’s in the Big, Beautiful Bill

The legislation, which passed the Senate earlier this week by a single vote with Vice President JD Vance breaking the tie, is the cornerstone of Trump’s second-term agenda. Key provisions include:

  • Permanent extension of the 2017 tax cuts

  • Increased funding for border security, including $46 billion for continued construction of the border wall

  • Boosted defense spending

  • Rollbacks of Biden-era green energy tax credits

  • Work requirements for Medicaid and food assistance

  • A $5 trillion increase in the debt ceiling to avoid a summer default

Final Vote Expected Today

With the procedural vote now cleared, the House is expected to begin limited debate later this morning, followed by the final vote. If successful, the bill will head straight to Trump’s desk for signature—possibly before the July 4th holiday, as the president has demanded.

House Minority Leader Hakeem Jeffries reiterated Democratic opposition late Wednesday, calling the legislation a “massive betrayal of working Americans” and pledging to delay proceedings with procedural maneuvers. However, Republican leadership appears confident that no further changes will be made and that today’s vote will send the bill to the White House.

Trump Poised for a Major Legislative Victory

Rep. Dusty Johnson (R-SD) summed up the mood among GOP leadership: “Donald Trump is a closer. This isn’t perfect, but it’s the best we’ll get—and he made that clear.”

If passed today, the “big, beautiful bill” would represent the largest legislative package of Trump’s presidency to date and a decisive victory for Republican unity heading into the summer recess.
